Services are primarily intended for the departments of Ministries of Finance (budget, financial authorities, treasury) but may also be directed towards the financial functions of ministries and sectoral agencies (e.g. Department of Financial Affairs, Procurement Unit) or other institutions and organizations operating in public finances (e.g. supreme audit institutions, public procurement regulatory authorities, public finance school). These services include cross-cutting aspects of development, in particular gender mainstreaming and the fight against climate change (adaptation and mitigation components).
