The main objectives of this evaluation are to provide the relevant services of the European Union, the relevant structures in IMBC system in Albania and the interested stakeholders with:

• an overall independent assessment of the past performance of the Actions;

• key lessons learned, conclusions and related recommendations in order to improve current and future Interventions under IMBC;

• draw conclusions from what has been learnt in evaluating the Actions; these conclusions will be relevant to the current functioning of indirect management and include recommendations for the indirect management system under IPA III.
