Objective: The beneficiary of the project is the Ministry of Justice and in particular the General Directorate for Prison Administration and Rehabilitation. The project also supports the National School of Penitentiary Management and the National Office for Educative Works. The general objectives of the project are:
• To allow the programme of prison reform to achieve its goals of strengthening the capacities of the DGAPR (General Directorate for the Prison Administration) in the field of prison management and to adopt international accepted standards;
• To improve the conditions of detention and the rehabilitation of prisoners in society;
The specific objectives are to modernize the penitentiary system in Algeria and to optimize prison management.
The Programme to support prison system reform in Algeria has 3 main components:
• Institutional organisation and training of staff,
• General security and modernisation of information systems
• Catering for the prison population and social reintegration,
A technical assistance team will be provided under the contract for the prison service so that the activities envisaged therein can be piloted and implemented.
