This evaluation, executed in Mauritania, Burkina Faso, Mali, Niger, Senegal, and Chad, was mainly intended to provide the competent services of the European Union, interested stakeholders with the following results:
I. Evaluate the operational capacity of the different GAR-SI units created in each country, by analyzing whether the combination between the duration of training, the schedule for delivery of equipment and the duration of the support provided, has been correctly optimized to achieve the best possible capacity.
II. Analyze whether the measures taken to ensure the sustainability of the program have been adequate/sufficient and/or whether there are other elements that should/should have been taken into account to strengthen this sustainability (in particular in the face of uncertainties future financing by the beneficiary States). Identify possible lessons to be learned in the preparation of future similar projects.
III. Analyze the degree of ownership of the program by the various beneficiary countries, knowing that the countries have been offered a very specific model of unit, without prior consultation.
IV. Reflect on the advantages and disadvantages of pursuing the design of regional actions of this type, rather than essentially national projects.
