Objective: The global objective of this evaluation is to provide the relevant services of the EU and the interested stakeholders, in particular the BiH judiciary with: an overall independent assessment of the past performance
of the CARDS/IPA actions, and their impact on the work of HJPC from 2004 to 2019, focusing on the results measured against the expected objectives, together with the reasons underpinning those results; and deliver key lessons, conclusions and recommendations in order to improve current and future actions.
