The main objectives of this evaluation were to provide the relevant services of the European Union, the interested stakeholders and the wider public with:

• an overall independent assessment of the past performance of the Civil Society and Media Facility, paying particular attention to its intermediate results measured against its expected objectives; and the reasons underpinning such results;

• key lessons and recommendations in order to improve current and future Actions.

This evaluation served to maximise the impact of pre-accession assistance in Serbia by ensuring sustainability and impact through the provision of an evaluation assessment for the benefit of the Contracting Authority.

The main users of this evaluation were the relevant services of the European Union, i.e. EU Delegations to Serbia and DG NEAR Headquarters; interested stakeholders.
