The European Commission has awarded Altair the mid-term evaluation of the Technical Cooperation Facility V (TCF V) and the EDF National Authorising Officer Support Programme for Guinea Bissau. The evaluation focuses on the analysis of the achievements, the attainment and the quality of the results of interventions, in the context of a constantly evolving cooperation policy, and with an increasing emphasis on results-oriented approaches and contribution to the implementation of the implementation of the Sustainable Development Goals (SDGs). From this perspective, the evaluators will need to find evidence of why, where and how these results were achieved and how these results are linked to the EU’s intervention and try to identify the factors generating or factors generating or hindering progress.
