Training Sessions for the ICGLR EJVM Begin in Kisoro (Uganda)

In a context marked by geopolitical complexity and logistical challenges, Altair, in collaboration with its partner Transition International, successfully launched this week in Kisoro (Uganda) two training sessions for experts of the Expanded Joint Verification Mechanism (EJVM) of the International Conference on the Great Lakes Region (ICGLR), under the framework of the European Union project aimed at contributing to the sustainability of the ICGLR EJVM.

The EJVM, headquartered in Goma since its launch in September 2012, brings together military experts from ICGLR Member States, alongside representatives from South Africa, MONUSCO and the African Union, with the mandate of monitoring and investigating security incidents in the region.

The training modules cover two areas essential to EJVM operations: Civil-Military Cooperation (CIMIC), and Monitoring, Investigation and Intelligence. The trainings will be delivered in two successive sessions adapted to the beneficiary’s logistical needs. Given the current situation on the ground in eastern Democratic Republic of the Congo, it was decided to hold these trainings at an alternative location outside the operational area.

As is often the case in cooperation projects, implementation required overcoming considerable logistical and operational challenges. In this instance, instability in the North Kivu region had kept implementation on hold, while the recent threat of an Ebola outbreak jeopardised the activity at the very last moment, making the successful launch of the trainings an especially significant achievement.
